Did Former President Carter Meddle in Foreign Relations?

Former Pres. Jimmy Carter has the connections to go pretty much anywhere in the world he wants and try to broker peace between enemy nations, but his recent trip to try and settle differences between Israel and Hamas seemed to be nothing more than a bit of meddling in international affairs. Whatever his motive, his actions angered officials in the US and Israel and he stopped barely short of calling Condoleeza Rice a liar when meeting with the Hamas leader in Syria. I think since Carter misrepresented the USA to Palestinian terrorist leaders and angered our friend and ally, Israel, it can be viewed as intruding in government business. Doyou think there should be laws restricting former US government officials from straying into international affairs unless they are sanctioned by the USA to do so? I am beginning to think it would be in the best interest of our country to have such a law.
