2nd Train Collision this Year: Is China's Rail System overloaded?

I read today that a High speed train traveling from Beijing to the Coastal city of Qingdao jumped its tracks and killed up to 66 people and injured more than 300 people and that this is the second collision this year. The collision also cut traffic with Jinan to Qindao a traffic flow of competition for the Olympic games this August. Officials suspect human error as a cause of the collision an it is said that two high ranking officials (in Shandong) were fired.
The other accident this year happened when a train traveling at 75mph in the night ran into a group of 100 maintenance workers doing upkeep on the track and luckily only killed 126 people.
China carried up to 1.36 billion people last year and I wanted to know from others who better understand the rail system if they think the rail system is taking more than they can handle. This does bring back stories I read of this Winter in China during the New Year when they had the big snow storm (record) and thousands of passengers were TRAPPED in these rail cars with NO FOOD, the air stunk of everything from no ventilation (people said they went to the bathroom to peek their head out of the window because that was the only opening) and many said the workers on the train did little to alleviate the situation. I know that because of the New Years holiday this overload of people is very common as people migrate to from outer areas after long year of work to celebrate.
I know China prides itself for making these huge advances in transportation but is it too much too soon or just too be expected with that kind of workload. Train is the most popular means of travel in China.
note: India is right behind China in billions riding each year.
