To develop a good website you need to use many languages like HTML,PHP,MySQL and list goes on. But if you are aiming for simple website you only need to know HTML. With HTML you can create a simple website and people would call HTML "the layout code" which handles all the images, tables etc. With PHP you can add various things like simple forums, login etc. And finally with MySQL you can create a database which can store information like username and password of people registering to yoursite. Their email and personal information. But always remember. With big power there is always a big responsobility. With this i mean there is lots of hackers who take advantage of people who don't know much of these programming languages and attacks your database and destroys/steals all the information in there.

It really depends on what you want to use your site for. Is it going to use a database, or have dynamic pages? Or it just going to be static, with only minor edits to pages, if any? Is it going to be a big, hundreds or thousands of pages site, or just a handful? Once you determine what you want to do, then you can decide what you want to use to do it.
