Smoke-free building

Most places now have no smoking on premises. People go outside to smoke, office building, bars, storee etc. Most smokers hang around the entry door outside to have their smoke. People going in and out are met with the second-hand smoke. The smoke and it's odors come in the buildings because people are standing too close to the entry way. Do you think that there should be regulations put in place to keep smokers away from entryways?
