Law enforcement officers are usually told to smash a window, no questions asked, especially during the summer when the temps inside the car can be brutal. the kid could die while waiting on the locksmith to arrive to open the car, so standard procedure is to break it open if the officers aren't equipped with the lock-pick tools.
