Adding Content to your Profile

Can anyone tell me how you added content/banners/html to your profile? I see where people have added referral links to programs that they endorse, to their profile. But, I cannot figure out how to do it. Everytime I try to use the html sortie, it just seems to refresh itself to blank. Do you have to be a certain membership level to use this feature?
