What's with the screeching noise with every car

I've seen many movies both Indian & English (I haven't seen movies in other languages) & everytime a car moves there's got to be the screeching noise even if the driver is not in a hurry according to the scene? Any ideas why the noise is so wanted? :)

Its called keeping the guys in the sound department employed.
Inspace no can hear you scream, but sci-fi movies come with spaceship sounds anyway.
And I remember in one movie a light beam that went from right to left made a noise. I think it was the second alien movie.
