Does Anyone Have Experience Writing Business Proposals?

I need to submit a business proposal to a few companies regarding my new business service but I would like to get some ideas on how to do so. I know I can write a basic letter with a description of the service and pricing info but I need to know if I need to add anything else. I want it to sound professional because I'm submitting proposals to some very large companies, like AT&T, FEDEX, UPS and some cities and counties as well as attorney offices. I want the proposals to be simple and direct so that they don't get lost in the shuffle of things the person I'm submitting them tosses out. Anyway, if anyone has any suggestions, I'd appreciate it.
