Sounds like someone was trying to fill their word count on a writing site! Im assuming a pedicab is something that carries passengers but doesn't have an engine - maybe like a rickshaw? I think they're saying that we'd eliminate an amount of carbon dioxide equivalent to the accumulative weight of the 3,000 cyclists from being emitted into the air. I'm not really seeing what they're saying as being a beneficial thing - the cyclists are not using gas or emitting carbon monoxide into the air - they are emitting what people do when they breathe - carbon dioxide. Since plants use carbon dioxide - I don't see why that would be a problem.
