technically, gaining money is more dependent on the players skills in making money through buying and selling. Espessially now, since there is a fair trade rule so you would need to watch the market price changes every day based on the grand exchange as well as profit through the 5% range sometimes. Its just like quest cape, quests aren't a skill, it's gives a player a sense of accomplishment. It could also be creative and fluctuate according to the value of items you own, e.g. santa, or just be based on the number of coins you have.

Actually if you add up all the requirements to do all the quests right now to get the quest cape the xp required would be the same as having 3 or more of the other skillcapes. I saw where someone tallied it up. Having money isn't a skill. you don't even need the GE to do it if you make everything yourself & high alkie it. Having money is a side effect of having other skills.
