What is the difference between paypal and moneybookers?

I've noticed that some places use one or the other to payout and others use only one. What is the difference between the two and what are the benefits of using one over the other? The reason I ask is i use paypal. I signed up the other day for busyclicks and The don't use paypal. They also bumped their payments up from $1 within the last week to $2. I was sure I read somewhere on the site they used paypal as well as moneybookers. So I'm trying to decide if I should be signing up for the moneybookers account as well.
