What are the best sites for gaining referrals?

I was wondering what sites or forums everyone uses to gain referrals. I have one forum I use and have gained a good number of referrals for a few sites that I use, but none of them seem to be active. I recently joined SWATcash and I'm trying to get some people to sign up under me. I have banners on my profile but have gained zero referrals as of yet. What's wierd is that SWATcash, so far, seems to be one of the best money makers I've tried. I know alot of people already use it though, so that may be my problem... Anyway, does anyone have any suggestions as to good free sites or forums to use to gain referrals?

There is a web site called get ref that allows you to post your referral link if you sign up on their links. I would like to participate more on that site. I think it is a good site to go on if you want to wxchange links.
