I am not sure why you are specifying English and not British, maybe I am not at all sure which people you are truly speaking of.
I do think that the people of great britain can be quite pale - but there are also lots of people there with darker skin such as those descended from E.Indians and Africans... so how can this be answered?

I really don't know the answer to that one but I can tell you that I am not English and my skin is so fair it's almost ridiculous. I can burn in 10 min. if in the sun. I've also had alot of surgeries to remove skin cancer. Don't know my exact heritage but know it's not Engish. My legs are so fair that it looks silly if I wear black shorts.

I am sorry, but when you say English I think of Briton, so what exactly are you asking? As for the palest skin, I would believe it would be someone who has red hair, for they usually have pale skin and that would be Irish or Scottish.

I have seen people from Finland with skin like alabaster, very pale. Perhaps it's because of their light-colored hair that makes them look more pale but they seem to be the lightest skinned people I've ever seen.
