The best thing for high blood pressure is a vegan diet, if you ask me. Meat and eggs, etc only help to raise blood pressure, really. Does he eat a lot of fruits and veggies?

Well, fruits and vegetables yes!! but some vegetables are not good for high blood.
Fruits are too expensive too. He can't eat oily food and salty food.
what else?

Does he eat a lot of meat or anything? Beans and lentils are good substitutes for that and just good in general, I think.
This site might help a little:

I think the best food for people with any problems are
to eat lots of fruits and veggies, lean meat and eggs.lo
fat dairy and lots of whole grains, and get plenty of
exercise also. this is a lifestyle good for high blood
pressure , and diabetes, and heart problems. just a healthy'
way of eating.

avoid high sodium and high fat foods. so go big on fruits. So buy food that are low sodium and low fat. Note: be careful with salt substitutes because not all are sodium-free.
in the morning he can have orange juice, oatmeal, whole wheat breads, and fruits
for lunch he can have pasta and salad but make sure the sauce and dressing that you use is low sodium or sodium free.
For dinner he can have grilled chicken brest, grilled/steamed fish.
just remember that you need to use lean meat and use less fat in cooking so you can poach, grill, roast, bake and steam.

Thanks for you suggestions. I think this will help him reduce his high blood pressure because we usually use oil in cooking, since you suggest steam, i think its a good idea. thanks again
