Which country has 11 digits mobile numbers?

Is this Amrica? or any country or Europe? Neither is correct. Well let me see how many people know about it. There is ine and only country has that much long mobile numbers. Even if you receive in incoming call from that country you dont get the full number as in international format the total numbers are 11+4=15 digits. 4 digits are for country code. You can guess, find or ak me about the country

China is the country which has 11 digits for mobile numbers. India will join China in the 11 digit mobile numbers from the middle of next year that is before 2010.

In my country,India, it is trying to convert mobile number from 10 digits to 12 digits.It is now in study.But,11 digits?I don't know.
