He/She should turn to the person whom he/she trusted. Trust is a very important factor when opening up to someone. Carefully choose the person whom you will talk to.

They should first go to the person they trust the most and who they think will be the most understanding nad listening to what they want to say.

It depends on which aspect of my life you are interested. For instance, if you are interested to know about my life, my values or my aspirations you go to my parents first.
If you want to know my work ethics, you go to my previous bosses.
