Flashing

I recently came across a situation that just floored me. There was this man who daily walked through our neighborhood who apparently had been flashing some of the neighborhood girls, well my dirls that were ages 9 and 11 were outside with the neighborhood kids when the guy cane by and flashed them my kids came in and told me I ran outside and the guy took off running the other kids told me he has done this a lot to them so I called the police. When the officer got here I told him the situation he then asked the kids what he looked like and how often he did this, he then asked the kids if he became aroused they had no idea what that meant so he explained a couple of them said no the rest hadnt noticed. The officer then told me that if he did not become aroused when flashing he could not do anything about it I then asked him that any man can walk around flashing as much as he wanted and would not get arrested so long as he was limp the officers response was that is right mam. I cant believe this is this for real????
