How to define what skills are needed for office personal

Is there a place on the web that defines what skills are needed for each type of office job...that is like, Administrative Assistant, or File clerk, or Semi Truck and Trailer repair office assistant? What I'm looking for is how to define jobs that are needed and so it'll help when reading resumes?

Some of the jobs sites, like www.monster.com or www.careerbuilder.com often have job definitions. Is there certian jobs you are looking for, or are you trying to find a new job for yourself?
