How do you choose a good bird breeder?

We currently have 2 blue masked love birds and are looking to buy another bird. We are either going to get a Quaker (probably a blue one) or a Lineolated Parakeet. Due to the fact that there are no breeders within reasonable driving distance , I am going to have to choose a place by calling and then driving to pick up the bird (I am not shipping a bird). Have you ever bought a bird from a breeder? If so, what questions do you ask?
I am going to ask about the following: vaccinations, DNA sexing, any disease out breaks, how/when the birds are weaned.

I did not realize that getting birds can be a bit involved. I thought it was just a matter of getting them from the pet shop. I guess I am just to naive, ignorant is the better word but I prefer to be kind to myself this one time. Good luck on your birds
