Scams to stay?

Why do they allow these scam site to be online at all? I mean you know numenmail, grassmails & millions of others don't pay at all. Then why do they allow them to be up & continue to lure people? Can't someone blacklist them, remove them from the WWW or something? I am not too keen on getting them behind bars or anything but atleast they don't fool more & more people everyday!!!
