How weird is this?

We moved to a new town a year ago, in a whole new state. I have worked in nursing homes most of my adult life but now I stay home and raise the children.
I asked a few people where the local nursing home here was located and each person gave me the same response..."Just look for the vultures."
"huh?" I blew it off and didn't think much about it until the other day when I went to town and noticed around twenty vultures circling over head. I got curious and followed them and guess where they led me? You got it! The nursing home.
They weren't just circling over head, they were on the roof and a couple of the trees!
Now, my thoughts were this..."Holy Crap!" then...What kind of person sticks their' loved one in a place where vultures hang out waiting for you to die? Do they smell death?
And what kind of message does that send to the patients? I would be scared! I thought I had seen it all, but this is a new one on me!

I don't know if moving would be economically feasible but they could atleast find a way to get rid of the vultures!
There are ways of scaring off the birds. It just freaked me out that it's allowed to go on!

They should do something. It would scare me if I were a resident there. You have a nice day too!

Good grief. I thought you were joking at first. Does the town think this is funny to draw strangers' attention to this horrible fact? How awful for the residents and their families. Can anything be done to discourage these birds?
I think the town's people should also be discouraged from mentioning the nursing home in this way. It might be true but it's disrespectful to mention it. It's also in poor taste.

When I was first told about it, I thought it was a joke too. A bad joke.
But it's no joke. Where I lived before, the egrets would come and stay by the thousands and to scare them away, the city regularly set of flash bombs under their' favorite trees. It scared them away eventually without hurting them.
I would think this city could (and should) do the same thing.
