FIshing Line Hem

Have any of you sewn ruffles with fishing line in the hem to make it hold its ruffle? I am trying to make a skirt with stiff ruffles and I would like to make some full ruffles to use as trim on pants and capris. Does anyone know what I am talking about? It is used a lot in pageants to make the cupcake style skirts. I would appreciate any help or tips from you all. Please respond with techniques. Thank you!

Sorry I don't have any idea how to sew. My mom sews so there's really no need to know and when she didn't live close I just took clothes with missing buttons and whatnot to the goodwill.

Well, I don't have techniques but I am intrigued by this discussion; maybe I am just nosy or overly-curious. Ruffles can be very fascinating even if you've never tried making one as I am now discovering.
