Ok I'm confused.

We owe the IRS alot of money.No federal,but several thousand in social security.This is from when we we self employed.But for the last two years we have worked regular jobs. I about had a heart attack when I opened the mailbox today to find a letter stating that we were getting a stimulas check. How can that be?Why would they send a check to someone that owes them? I never expected to get one.Should I be happy or scared?
