Referral packages....do they.....

Hi! Some ptc sites advertise referral packages for its members. Since referrals are hard to get, some members go for it at a cost! I have no idea how it works. If i buy one, will i be able to promote my site and get back what i spent, in quick time? Or those referrals keep inactive? Can you throw some light?

i am sorry dear i have no experience about it i have also heard much about such kind of sites may they work well
