computer name brand is hp invert.

I can open to the start menu, click on a program and open it,but it won't open. I have tried many things and can't find the answer.

YOU should give more details.
i think your computer is affected by a virus through USB drive.
can you see all your hidden files when you select show hidden files from folder options.
