Childer leaving school and can,t read,what would be your answer to this problem?

i think they should have "leaving" exams which should ensure the each child has at least what is needed to survive,they may not be academic but should be able to read,write and have some life skills. that should keep the government happy as the ones who continually skip etc will never leave which should kepp the employment statistics looking good. so how would you fix this problem?
