Buying referrals. Is it waste of money?

Now most (almost all) of the ptc sites are offering to buy referrals but is it worth to buy referrals. You can earn if they are active but sre they active?
Do you have bought referrals in your accont? Please tell what to do.

Depend on which site you purchase it.
I have stated the problem behind this,
you can search for my discussion here.
If you purchase in trusted site (Eg: IsabelMarco)
then you can have exchange for inactive referral,
and referrals will not having any problem.
If you purchase in scam site,
they will run away with your money...

For most programs, you need some type of protection from bad referrals. Most referalls I have had were duds. There are so many options for people to choose from, that they tend to not stick with one program.
I am very cautious about paying any real money for an internet based money making program.
