Who is hurting the world? OPEC?

The price of oil per barrel has hit record high-there are all sorts of explanations for this-for goodness sake am hurting so badly the price of food is too high, a neighbor of mine was heard telling his children to start using salt instead of sugar, just because they could no longer afford sugar!Who is hurting th world, OPEC or big consumers of petrolium products loke china and India? Who is hurting the world this much?
