Can we really earn through constructing sites?

Site construction has been a part time or been a full time job for some people. But i really have a doubt whether they really take out the money they invested or the money they are going to invest?This looks pretty mysterious but the problem with most of them is that the sites they post are frequently deleted because of the lack of maintenance. Can you sugggest some things which would help everyone in making miney with their existing skills or by developing skills. Better be descriptive rather than being short answers.
