This is also my problem. I have tried almost everything but I still have hair breakage. Even the serum that they say effective does not work for me. It just cost me a lot of money when I tried to find a solution on this but now I stop looking for any solution and to my surprise my hair breakage minimize. Hehehehe maybe its because of stress.

Not yanking while combing or brushing is a big help in preventing breakage. Brushing and combing from the ends up is also helpful. Regular trims help keep your hair strong at the tips so you don't have them split and break further up. Tight ponytails and binding your hair can also cause breakage.
And then, for the bad news. There are some people whose hair is doomed to always be relatively short, because it's fragile, fine, and brittle. My guy's hair is like this and it takes a TON of work to get it to grow to his shoulders. I gave up after about a year and just buzz it now.
His sister's hair is the same way, and she takes prenatal vitamins, sets it in oil in the evenings, etc.

I think you just need to have good nutrition to start with so that the hair you are growing will be strong and healthy the nanosecond it emerges from your scalp. Also, don't abuse your hair too much with hair dryers, curling irons, flat irons and the like. Deep condition it weekly with something like 3 Minute Miracle. I have been using a product that I got at my salon from Aveda called Damage Remedy. It makes my hair soft and shiny. Then, if I do have any of those shorter hairs sticking up, I use a bit of shine spray on my hands to smooth them down.
Good luck.
