Panhandlers License- Good or Inhumane?

Recently in my city it became a law that to beg for change on street, you have to have a license. you have to prove to the city you are broke and have nothing. Is this a great idea or horrible? How would you feel if to ask for help from the public you had to gain permission from the government?
