shopping budget for kids

Some of us cannot help but bring along our kids when we go out shopping. We usually take them when we have to buy stuff for them like clothes and school items. But oftentimes, kids cannot help but coerce us into buying things for them that are not even planned like toys. This usually happens when we have no sitter to take care of them and we have no other choice but to bring them along for our own shopping. What do you do when you are in that position already? What's the best way to say no to a child without causing an embarrasing scene?

I don't have kids yet but I have this nephew that loves toys. He would ask for it almost everyday hehehe.. Anyway, whenever they go out, he always pick something not planned so his mom or dad would be forced to buy it because he won't take it back already and worst is he will cry. hehehe.. Well kids are normally like that sometimes. So what they do if they go out shopping, they always bring extra money for his toys or whatever he would like.
