Boxofdollars. is it worth to join?

i read on a blog of a GPT site named boxofdollars. it pays up to 20 cents per mail. and i read also that when you sign up, you receive 2500 paid mails or something like that. is it worth to join that site? does that site really pays? is it also for members outside of USA? because the blog where i read that is made by someone of the USA.
