So far the only allowed here now is the EON Card at Unionbank because it has link with visa. YOu can withdraw your funds on your paypal through it. First you have to verify first your paypal with your EON cyber account if you have, if not you can open an account at Union Bank which only worth P350 but as of now their system is down so it's not ok because the process would take long. Anyways if you have a credit card you can always use that to verify your paypal then if you are already verified you can add up your BPI or Land bank account and transfer your funds directly to your bank account.
