I have tried a few sites that have a lot of e-mails but take so long just to reach a penny. It seems better to go with something that's a penny or more than something that's .0025 etc.

Low payouts mean the site will have more requests to work through as users reach a lower payout quicker. That's why many sites raise the amount of their minimum payout to a higher amount. If they leave it low it just takes usually so much time to do all the work involved. I have no preference - as long as the site pays I don't mind whether the amount is low or higher.
