Spitting on the road

One of my friend while walking on the road spit frequently. He is not even bothered to see others are watching him. We are in Japan and I could not see any Japanese spit on the public road. How to tell my friend without hurting him?

I don't understand why some people have that habit.

Is that just psychological or what?
