Why are some embassies so strict in issuing Visas.

Some Embassies are too strict on issuing Visas, some will tell you that they know that you have all it takes to get the visa but they have no more left,what does this mean? Are the third world countries avoiding people coming to explore them or are the civilized countries trying to shot their doors completely. Is it time for people to stay where they are and stop visiting or migrating to other Countries?
