How can I update my payment info? UPDATE button does not appear

well.. that's basically it. The update box appears for the other 2 options (personal info, notifications), but when I whant to put in my paypal email there is no way I can do this. It0s just not there. Could it be that I have to wait until I get over $10 ? kinda weird... They should let you change this. any ideas?
