ok,i think it's due to people's backgrounds and the laws. you know,in some countries,getting married too early is forbidden for their custom,and other countries may allow also for their custom. in my country,getting married under 21 is forbidden by laws.in my country,men want to marry a girl have reach 23,and women want to marry a man have to reach 22.
