So it may not seem like a lot but for a site that involves earning online, it sure is a lot especially since you only need about an hour to spare(or more on a slower connection), to earn it. 
They also seem to add new free offers still every now and then so it's a good idea to check back even after you think you've filled out all the offers.
If you're interested in this site, feel free to let me know by sending a friend request to me & then PMing me, or PM me if you're already on my friends list! Or I suppose just by responding to this discussion! 
Also, if you know of any other sites that pay in the 24-48 hour span, don't have a minimum payout, and offer paypal as an option let me know!

Yeah, it pays outside the US. I'm not sure how well though as I can't view other places offers, only the one's that I qualify for which are the one's within the US.
