Pedestrians ignore the overpass and cross Osmeña Boulevard near Fuente Osmeña in Cebu City.
The sign "NO JAY WALKING USE SKYWALK" may as well be invisible even in a huge LETTERS and BILLBOARDS.
It sets a poor exampe for other citizens and makes a multi-million peso infrastructure project look like a waste of money.
