Dogs and Cats?

Are dogs and cats really used to make chinese food? I have heard that from many different people but I never know whether to take it as a joke or the truth.
The Chinese Resturant in our town just got closed down for having bugs everywhere.

I'm sure it's just a joke. I don't think that could be a practice. I would think I would definitely know if I was eating a different meat than what I ordered.
