When is Tamper Data add-on is used in Firefox & for what?

I have an add-on called Tamper-Data in Firefox. I don't know for what it is used. People say it is related to hacking. But i don't think so! Can anyone tell me why it is used???? Thanks for reading:

tamperdata is used to view and modify HTTP/HTTPS headers and post parameters.Trace and time http response/requests.To test the security of a website or a page by modifying the post parameters.

Now why would you want to know something like this. I never heard of this before and actually you introduce me to it. This is a very powerful tool for those who know how to use it.
