Did anyone hear about (NetCut) software?

I have a friend who live here in Egypt too, he use the internet by taking a link from a net cafee near his home, what happen to him is his link sometime is very slow and sometimes is cut, so when he ask me to help him I just do a check on the net he have and I found that some of the members of his net are using a software called (NetCut) so he tell the manager of the net cafee and the manager do what he have to do and solve the problem.
Do ever know about this program or software?
and I know that there is a anti netcut software too, I think these software are harm 
the users just have a link from a network, but some times it is useful to know if there are someone sharing your wireless link.
What do you think about that?

NetCut is available free from area51warez. It evil and illegal. AntiNetCut is available free from CNET's Download.com.

Hi alkurishy,
You are very clever man I would't trust those software so don't you ever use them they can cause viruses but I don't know musch about those software I won't any of those I only use what I buy from the computer shop, so don't you try them.

Thank you Alkurishy for pointing this out, I've search its functions and found out its a network monitoring tool which administer users of the net. Unfortunately it can be exploited if used wrongly. The original intention is good but use differently would certainly have it malicious effects.
