Stubborn dog

I have a female corgi. Her name is Candy. She is 4 years old, and hasn't had a motherhood. It was taken away from her when she was a pup. The reason I got this dog is because I was told that they are very passionate dogs, they obey, and they are great with kids. She is hard on the vaccuum cleaner. But she is the most stubborn dog. She won't listen, she runns off everytime we try to catch her. She is a loveable dog. When we are able to get her in the house, she sits on our laps, and takes naps with the girls. She is passionate, but she is such a trouble maker. Does anyone else have these problems with their Corgi?
