What is the best translation for "pro aliquo orbis totus es"? What is the best format for a date like "September 21, 2008" in Latin?

A literal translation would be "for in some direction circle whole are". The date would be awkward. The Romans had the Julian Calendar, and the ninth month would have been November, the Seventh September. The Year would be MMXIII.
