Can USA Webmaster Make a Living Online Promoting Other Affiliate Networks?

I am curious how many usa residing webmaster actually could make a living promoting affiliation networks, be it product or services?
I saw mylot.com is doing the same thing. The banner on top are of pay per lead type.

Any webmaster not only from the united states of america can make a living without any problem.I only reason is that he much have particular knowledge and the talent to use the thing and all is done as well.Internet is not just limited usa or uk but its in all parts of the world.So we cant say only usa but all parts of the world.
