I don't know where you live but here in the states Walmart has make up that isn't expensive. Also CVS has some make up that is cheap...they have a 99 cent selection. Maybe you can do a search online and see if you can find cheaper make up also. Good luck!!

If you're Indian, you could buy Lakme and Elle 18 which are not very expensive. You could find them in any store that sells cosmetics. Avon also comes cheap.

There are many cheap makeups in the mall or online, but I should tell you they might irritate your skin. I suggest you buy something that is dermatologically tested and also good to your skin.
