How to get a US bank account with a debit master/visa card for non us residents?

I live out side the united states and the banks in my country don't have debit cards so I want to open a bank account in the US. Do you have some Ideas for me? I found some info about the bank called Etrade and I also downloaded the forms that I need to fill in but I donn't know if it's a scam or not.
Please help!!!!

I don't know about the bank account thing but i know a card that you can apply for and u don't have to be a us citizen just friend me and i'll give you the link.

you can open an account online with Washington mutual, and send in your deposit through mail.
