what do you think about such a self-sell-buy trick?

it has been well known that in some chinese cities, real estate developers sell batch of built-up houses to themselves, and then after some days, they withdraw and cancel the houses orders in batch, it can be observed transparently at the government designated website. dozen real estate developers play such a trick repeatedly. it is obviously a servious commercial credit breach and it is a grave commercial violation but seems no such a developers have received any punishment by any law so far? what do you think about such a self-sell-buy trick?
